Govinda s/o. Anandrao and Prayag Sanap was born on 24th February, 1963. Born and brought up in farmer's family. Completed his school education in Zilla Parishad school at village Bhar (Jahangir), Taluka Risod, District Washim. Completed his graduation (B.A.) from Rajasthan College of Arts and Science Washim. Completed his law graduation (LL.B) in first class from Sitabai Arts and Law College, Akola (affiliated to Amravati University).

Enrolled as an Advocate on roll of Bar Council of Maharashtra and Goa in October 1988. Practiced at Washim and Malegaon on civil and criminal side. In January 1996 was appointed as a Judge of the Small Causes Court, Bombay. Promoted as a District & Sessions Judge in 2008 and posted at Nashik. At Nashik was appointed as a Ex-officio Chairman of Saptashrungimata Devasthan, Wani, Taluka Kalwan, District Nashik. In 2010, was appointed as a Registrar (Personnel and Protocol), High Court, Bombay.
